How do you understand team velocity to measure team capacity?

Team velocity is the rate at which a team is completing or "burning" through story points. For instance, an average velocity of 25 story points per iteration means that so far, the team has been able to identify, code and test 25 units of functionality (story points) in an average iteration and can expect to do about that much in future iterations, all other factors remaining constant.
