1) He doesn't have money to buy shoe

2) He loves to wear Sandals

3) He wants promote Sandals and make it national footwear item.

4) if some one to throw slipper or Sandal on him  but he/she does not have cheap slipper or sandal, Kejriwal can offer use his sandal to hit him.
